Summary of Meeting held on 28th November 2017 A brief meeting was held to consider an application for outline planning permission for land adjacent to the Acorns, Willisham Road, Barking; and to consider whether to trigger a 6 month period in which to put in a bid to buy the Barking Fox Public House. The planning application was supported, and it was decided, for various reasons, that is was unrealistic for such a small community to have sufficient time to put in a successful bid for the Fox.
Summary of meeting held on 8th January 2018 A brief meeting was held to consider applications for the role of Parish Clerk and Responsible Finance Officer.
Summary of Meeting held on 11th January 2018 County Councillor Anne Whybrow was present and reported on a School Travel Consultation, Business Rates, Central Heating systems funding, an increase in childcare hourly rate, the promised permanent VAS unit to be installed near Barking Hall Nursing Home and a grant to the Village Hall for replacement windows. District Cllr Anne Killett was present and reported on the plans to merge MSDC and Babergh, Plastic Bottles Return Scheme, Community Housing Fund, and native tree planting. During the meeting two planning applications were considered - for 9 Fox Meadow , and outline permission for Land adjacent to 1 Tye Green was again considered. The Finance Report was received and approved and payments authorised. The Budget to 2018 - 19 was set at £17, 235 and the Precept set at £9,000 (£8,688 2017 -18). This is an increase of approx. 2.72% on a Band D property. A grant request from the Barking Village Hall Committee was approved towards the cost of replacing some of the windows. Significant repairs are needed to the play equipment of the Tye and this was also approved. A request to repeat a magnetometer survey of the Tye was discussed, and repairs to the Village Sign were authorised. A report was received from the Village Hall Management Committee on current works and future plans. Also reported was an incident on New Years' Eve when a group let off fireworks on the Tye adjacent to the road. This was not authorised by the Parish Council. It is not only a breach of the Barking Tye Bye Laws, but is also an offence to discharge any firework on public land or within 50 feet of a highway. The Clerks salary was received and increased effective from 1st April 2017. The next scheduled meeting will take place on 15th March 2018.The draft minutes will be available via the parish website within 4 weeks of the meeting.
